Going Concern or Ongoing Concern? The Technical Reality of Public Sector Sustainability

Analyzing the SANRAL Report: When the Numbers Signal a Warning

The concept of a “Going Concern” is a fundamental pillar of financial reporting. It is the assumption that an entity has neither the intention nor the need to liquidate or curtail its operations significantly. However, when looking at the 2021 integrated annual report of the South African National Roads Agency (SANRAL), the technical reality suggests a shift from a “Going Concern” to what we might call an “Ongoing Concern” for the South African taxpayer.

Decoding the Numbers: Profit vs. Reality

In 2021, SANRAL reported a profit of R380.3 million. On the surface, this sounds positive. However, a deeper technical analysis of the comprehensive income reveals a different story:

  • Non-Cash Inflation: The total comprehensive income included a massive non-cash revaluation adjustment of land and property (R8.3 billion).
  • The Revenue Gap: Total revenue was R12.6 billion, but a staggering R8.6 billion of that came from government grants. Only R3.7 billion was generated from actual toll revenue.
  • The Debt Heap: Expected credit losses on toll debtors exceeding 365 days stood at R9.6 billion, while accumulated losses reached R14.5 billion.

As the Auditor-General’s report noted, “a material uncertainty exists that may cast significant doubt on Sanral’s ability to continue as a going concern.”

The Accountability Gap: A Governance Failure

When a State-Owned Enterprise (SOE) is funded twice-once through tax-funded grants and again through toll fees-and still manages to convert those funds into a heap of growing debt, it is no longer just a reporting issue. It is a governance crisis.

The technical “Going Concern” assessment is a check on reality. When parliament delays critical decisions on infrastructure funding (like e-tolls), the resulting financial wastage isn’t just a line item-it represents lost opportunities for education, healthcare, and security.
