Shuffling Pieces on a Stagnant Board
In the wake of the latest medium-term budget, much has been made of the “funding moves” aimed at stabilizing our state-owned enterprises (SOEs). From the perspective of a politician, these are often framed as victories for the citizen. However, through the objective lens of a specialist accountant, a different story emerges.
When the government “takes over” R400 billion of Eskom’s debt, or shuffles R47 billion to settle SANRAL’s obligations, the accounting entries are clear: we are simply debiting one government pocket and crediting another. In the game of “Fiscal Monopoly,” pieces are moving across the board, but the underlying wealth of the “bank”—the South African taxpayer—remains unchanged.
1. The Accounting Reality: DR vs CR
To understand the true state of our national balance sheet, we must look past the “funding impasse” rhetoric. Consider the high-level entries of these recent moves:
- Eskom: A R400 billion transfer from National Treasury.
- SANRAL: A complex split between Gauteng (R14bn) and National Treasury (R33bn).
- Transnet & Denel: Targeted allocations to “return locomotives to service” or “support progress.”
While these moves might create temporary satisfaction for those at the table, they do not resolve the systemic issue. Just like the “trick” pulled with SAA’s receivership, these are often just maneuvers to pull the wool over the eyes of an electorate that may not fully grasp the implications of a consolidated government ledger.
2. The Scary Numbers: Debt is Not a Game
The real concern lies in the figures that aren’t Monopoly money. National debt is projected to exceed R4.7 trillion this financial year—a staggering leap from R627 billion in 2008/09.
More critically, we are now incurring debt-service costs that average R355.2 billion per year. This is money that could be funding service delivery, infrastructure, and economic growth, but is instead being used simply to “stay in the game.”
